ConclusionThis is a farce. It will be used by Russia and it's proxies to their advantage. That means: Ukraine can not attack back. Yet THEY can freely attack and advance where they like.
Putin basically gets what he wants, de facto but not de jure. Poroshenko swallows tough deal but saves some face. Freaked-out EU avoids war.
